Public Charter Clause
The Dominium Aeternum Ministry is founded, presided over, and represented by Minister LaToya S. Baez — known in ecclesiastical capacity as Supreme Ambassador Chiefess Teyoma Ma'at Ru' — serving as Founder, Presiding Minister & Chiefess of Tribal Relations of the Office of the Minister. As an Ordained Minister of this Ministry, she holds full ministerial authority to ordain, officiate marriages and unions, baptize, counsel, issue ecclesiastical credentials, and conduct all rites of the ministry, pursuant to the right of ecclesiastical self-determination affirmed by UNDRIP Arts. 3–5 and 33–35, the First Amendment of the Constitution for the united States of America, the Religious Freedom Restoration Act (42 U.S.C. §2000bb), and 26 U.S.C. §508(c)(1)(A).
The public Charter is open to inspection. The internal bylaws remain sealed and reserved to the councils of the institution.

The chief officer of the Ministry. The Executive Minister presides over the institution, speaks publicly on its behalf, signs sealed instruments, and ensures that all councils and offices act in accord with the sacred standards.
Serves: All members and officers of the Ministry.
Succession: Upon vacancy, the Board of Advisors convenes and the Council of Governance confirms a successor in honor, with the act entered in the official minutes.
The principal administrator. The Director carries out the daily work of the Ministry, coordinates the offices, and oversees the orderly conduct of records, enrollment, and stewardship.
Serves: The Executive Minister, the membership, and the offices of the institution.
Succession: Appointed by the Executive Minister with the counsel of the Board of Advisors. Acts of appointment are entered in the Office of Records.
A standing advisory body that counsels the Office of the Minister on matters of doctrine, governance, stewardship, and external relations.
Serves: The Office of the Minister and the councils of the institution.
Succession: Members are seated by appointment of the Executive Minister with confirmation of the Council of Governance.
The principal deliberative council of the Ministry. It establishes standards, confirms major appointments, enacts resolutions, and reviews the conduct of the offices.
Serves: The institution as a whole.
Succession: Councilors are seated for fixed terms recorded in the official minutes.
A panel of senior ministers and councilors convened, when needed, to hear matters of doctrine, ministerial discipline, and disputes within the institution.
Serves: Officers, ministers, and members in matters requiring formal hearing.
Succession: Members are drawn from the senior ministers and councilors; the presiding officer is named for each convocation by the Executive Minister.
Standards & Protocols
Acts of the councils are recorded in the official minutes and entered into the Archive of Proclamations.
Credentials are issued only by the Office of Records, under seal, and entered in the Credential Registry.
Enrollment is administered by the Office of Enrollment and confirmed by the Office of Records.
Counsel rendered through Counseling & Guidance Services is confidential, in keeping with the sacred standards.
A separation of powers is maintained between deliberative councils, administrative offices, and the records of the institution.
