Travel & Conveyance — The bearer is engaged in private, non-commercial travel and ministerial activity. Consistent with the long-standing legal distinction between the right to travel and the privilege of operating in commerce, the bearer is not, by virtue of private conveyance, engaged in ‘driving’ or ‘operating a motor vehicle’ as those terms are defined under commercial motor-carrier regulation.
